Sovereign AI refers to a nation's ability to build, deploy, and govern artificial intelligence infrastructure and capabilities within its own borders, without dependence on foreign providers. Sovereign AI encompasses: (1) Compute infrastructure — domestic GPU clouds and datacenters, (2) Data sovereignty — data stored and processed locally, (3) AI models — locally trained and fine-tuned models, (4) Talent — domestic AI engineers and researchers. Morocco is positioning itself as a sovereign AI hub for Africa and the MENA region, with Harch Corp providing the GPU cloud infrastructure.
